A “quality plan” is a brief overview of Company policies and objectives that does not describe how things are done. A “quality system” is an organizational structure with procedures, processes and resources needed to implement quality management.

What does your Customer mean when they ask for a plan or program? We understand it is difficult for you to know what your Customer means without asking for their definition of “quality plan”. Here’s a couple of definitions to consider:

Definition #1: Quality Plan

Brief overview of policies and objectives with a list of key personnel and details for controlling requirements of the construction project. Tailor the plan for each project by recording the contract number AND project name on the cover page then describe work details in Chapter 10 – rinse and repeat for every project.

Definition #2: Quality System

Comprehensive description of the management system within a quality manual. The manual does not need to be tailored for each project/Customer because it applies to all projects.

General Contractors and other Construction businesses can use the CQC plan as a project plan where each project is issued a dedicated copy that is tailored to describe contract-specific work details. The CQC plan is useful for businesses that don’t want or need a “quality system”.
