You’ve finally reached the required regulation for ODA, and it is definitely the latest release, which is the whole reason to follow all those titles and links.

Of course, the complete Organization Designation Authorization kit is a prerequisite required by 14 CFR Part 183 and FAA Order 8100.15 to enable the FAA to delegate authorized functions.
